What is a Fire Risk Assessment?
A fire risk assessment is a systematic review of your premises to identify fire hazards, evaluate the risk they pose to people, and determine whether your existing fire safety measures are adequate. It is a legal requirement under the Regulatory Reform (Fire Safety) Order 2005 for all non-domestic premises.
The assessment results in a written report identifying hazards, people at risk, and clear recommendations for improvement. It is not a one-off exercise: it must be reviewed regularly and updated whenever your premises, occupancy, or operations change.
Who Needs One?
If you are an employer, building owner, landlord, or occupier of non-domestic premises, you are the "responsible person" under the Fire Safety Order and must ensure a fire risk assessment is carried out. This applies to offices, shops, factories, warehouses, schools, care homes, licensed premises, and communal areas of residential blocks.
If you employ five or more people, you must keep a written record. Failure to comply can result in enforcement action, unlimited fines, or imprisonment.
